The State of Virginia is plunging headlong into an economic disaster.  In 2007,   Democrat Governor Tim Kaine signed into law House Bill #3202 which requires 67 counties and cities to create “Urban Development Areas” (UDA) based on decennial population growth criteria.  Unwittingly, on April 2010, Governor McDonnell signed an Executive Order #10 establishing the housing policy for “Sustainable Communities” and “State Housing Trust Fund” to finance affordable housing communities and prevent and reduce homelessness in Virginia.  These programs are a first step toward allowing government to control our lives.

Communities are required to have Urban Development Areas which include features like greater use of bicycles, and other modes of transportation, mixed use housing, low-income subsidized housing and housing densities that presume an urban landscape (multiple family housing and the gradual reduction of automobile use).  It is a similar to a European Style Urban Village.  This is the focus of the United Nations Agenda 21 also known as sustainable communities or smart development and is promoted by ICLEI (International Council for Local Environmental Initiatives).  This plan is being implemented throughout the U.S. and finds its way into state and county governments.

Our Suburban life style as we know it is considered unsustainable.  People choose to live in suburban areas for good schools, and lower crime rate, less density and a better quality of life, but the proponents of Agenda 21 refer to Suburbia in such negative terms as “Suburban Sprawl,” inefficient land use and pressures of the market place.  These mandates undermine the entire concept of private property, accumulation of wealth, and personal choice.  The objective is to promote social justice rather than equal justice.

It is clear that mandates of Agenda 21 or sustainable development will change our choices and our way of life.  Most of us will be unaware of the impact to our lives until it is implemented in our own community.  The term sustainable development or smart growth is designed to deceit.  It suggests that it is environmental conservation, while in reality these programs transfers power to government  and  control our land, labor, and capital in order to promote a social justice agenda.

This plan will meet the objectives of both the Socialists and extreme Environmentalists.  It demands redistribution of land resources and private property into government hands.   It will tear down the very foundations of the United States and erode the principles in which our Constitution was formed.  It will usurp the Constitutional restraints placed on government and the vision of the founding fathers, unless the people stand up against the onslaught of Agenda 21 and its sustainable community agenda.

By concentrating people in high density, mixed use areas called human settlements (Agenda 21’s words) and restricting growth outside the UDA’s boundaries, the rural areas will eventually be converted to “ wildlands” (again their words).   In the Virginia legislative session of 2011, Delegate Bob Marshall introduced HB #1721 Urban Development Areas which makes incorporation of urban development areas optional rather than mandatory.  Any locality that adopted urban development areas may, and upon voter petition shall, reconsider such action.  This bill Passed in the House and Failed in the Senate.

Who is the ICLEI – The International Council for Local Environmental Initiatives is an international membership association of local governments as well as national and regional local government  organizations that have made a commitment to sustainable development.  The ICLEI has Special Consultative Status with the UN Economic and Social Council and coordinates local government representation in the UN processes related to Agenda 21.

Interesting Quotes and Facts

Richard Rothschild, County Commissioner in Carroll County, MD.

“Smart growth is no science; it is political dogma combined with an insidious dose of social engineering.  Smart growth is a wedding wherein zoning code is married with government sponsored housing initiatives to accomplish government’s goal of social re-engineering.  It urbanizes rural towns with high-density development, and gerrymanders population centers through the use of housing initiatives that enable people with weak patterns of personal financial responsibility to acquire homes in higher-income areas.  This has the effect of shifting the voting patterns of rural municipalities from Right to Left.”

In 1992 an initiative titled Agenda 21 was proposed at the UN sponsored Conference on the Environment and Development held in Rio De Janeiro , Brazil.  The Agenda is an all-encompassing prescription for regulating every aspect of human activity in the interest of sustainable development.

One hundred and seventy eight governments signed on including the United States. The Senate did not ratify it, but President Clinton signed an Executive Order#12852 which created the President’s Council on Sustainable Development. (James Simpson, Freelance Journalist)

Agenda 21’s Millennium Development project calls for “developed countries,’ to donate 0.7 percent of GDP every year.  For this year it equates to $103billion, an amount that would fund the Departments of State, Justice and Energy, as well as the entire Legislative and Judicial branches of the U.S. government.

The goal of the Agenda 21 is that Social Justice, urban renewal and development, the provision of decent dwellings and healthy conditions for the people can only be achieved if land is used in the interests of society as a whole.  Sustainable Development is a strategy to completely control every aspect of our lives, including resettling entire populations.  For example, the 1976 U.N. Conference on Human Settlements called for population redistribution.

Carol Browner, President Obama’s Energy and Environment Czar, served on the Socialist International’s Commission for a Sustainable World Society.  After she was appointed the E&E Czar, her name was removed for their masthead. (Source: James Simpson)
